The three-day monsoon session of the Goa Legislative Assembly will begin on Monday, August 31, with Question Hour scheduled to commence at 11.30 am. The House is set to take up 883 questions submitted by ruling and opposition members, including 163 starred and 720 unstarred questions.

The 40-member Assembly currently has 38 MLAs following the deaths of former Agriculture Minister Ravi Naik and Taleigao MLA Jennifer Monserrate.

The government is scheduled to introduce 15 new Bills on the first day of the session, including the controversial Goa Prohibition of Unlawful Conversion of Religion Bill, 2026.

The proposed anti-conversion legislation seeks to prohibit religious conversions allegedly carried out through force, coercion, undue influence, allurement, fraudulent means or marriage. It proposes stringent penalties, including imprisonment of up to life, along with fines and compensation for victims.

The Bill has already drawn opposition from political parties and civil society groups, with concerns raised over its potential impact on religious freedom and individual choice.

Meanwhile, the government is scheduled to withdraw six Bills introduced in earlier sessions.

Among them is the Goa Requisition and Acquisition of Property Bill, 2017, which was aimed at expediting the acquisition of private land for public purposes.

The government will also withdraw the Registration (Goa Amendment) Bill, 2022, which sought to remove the requirement of submitting true copies of documents for registration.

The Goa Highways Law (Revival of Operation, Amendment and Validation) Bill, 2023 is also proposed to be withdrawn following recommendations from the Ministry of Home Affairs.

Another Bill slated for withdrawal is the Bharatiya Nagarik Suraksha Sanhita (Goa Amendment) Bill, 2024, which dealt with compensation for crime victims and their dependants.

The government will further withdraw the Employment Exchanges (Compulsory Notification of Vacancies) (Goa Amendment) Bill, 2025, after the parent central legislation was repealed following the coming into force of the Code on Social Security, 2020.

The Factories (Goa Amendment) Bill, 2025 is also proposed to be withdrawn. Its withdrawal would effectively roll back the earlier proposal to permit 10-hour working days in the state.
