The implementation of forest rights in Goa continues to face delays, with 4,463 out of 10,384 claims filed under the Forest Rights Act still pending, according to data from the Tribal Welfare Department.

The figures reveal that a large majority of the pending claims are stuck at the initial stage. Around 73% of the pending applications remain before the Gram Sabha or Forest Rights Committee, delaying their further processing.
Only 10% of the claims have reached the district-level committee for final approval, highlighting the slow movement of applications through the various stages of scrutiny.
