Goa has not borrowed a single rupee from the open market during the current financial year up to August 31, 2026, despite having an approved borrowing limit of ₹3,700 crore, Chief Minister Pramod Sawant said.

Sawant said the state has instead focused on managing its finances and has repaid ₹1,103 crore towards its outstanding debt during the period.

The figures, according to the Chief Minister, reflect the government's approach towards revenue management and fiscal discipline, while keeping market borrowing under control.

The government’s decision not to utilise the available borrowing limit so far comes as Goa continues to manage its expenditure and debt obligations without raising funds through open-market borrowing.

The repayment of ₹1,103 crore also marks a reduction in the state's outstanding debt burden, Sawant said.
