The Goa Transport Department has issued challans to around 16,000 vehicle owners for driving without a valid Pollution Under Control (PUC) certificate over the past three years, collecting a total of Rs 18.14 crore in fines, according to department data.

The department intensified its enforcement in 2026, with more than 7,500 challans issued in just the first two months of the year. Transport department sources said enforcement against vehicles without valid PUC certificates has been stepped up significantly.

Between January 2023 and February 2026, a total of 15,913 challans were issued, of which fines amounting to around Rs 16.78 crore have been recovered. However, 1,068 challans are still pending payment, with approximately Rs 1.36 crore expected to be recovered.

The highest number of cases were recorded during January and February 2026. In just 55 days, the department issued 7,588 challans, imposing fines totalling around Rs 8.29 crore.

According to transport department sources, AI-enabled traffic signals installed at 26 locations across Goa are currently not being used to issue PUC-related challans.

The enforcement data shows a significant increase over the years. In 2023, action was taken against only 474 motorists for driving without PUC. The number increased to 518 in 2024, while in 2025, the department issued challans to 7,401 motorists, imposing fines of around Rs 8 crore.

During January and February 2026, action was taken against approximately 7,500 motorists, with fines of around Rs 8 crore imposed.
