The Catholic Association of Goa (CAG), alongside opposition leaders, social activists, and religious organizations, has raised strong objections against the proposed Foreign Contribution (Regulation) Amendment Bill, 2026. Critics warn that if passed, the legislation would empower the central government to seize and manage assets belonging to non-governmental organizations, religious institutions, and charitable trusts. This has sparked widespread fear across Goa, where government-aided schools, hospitals, and community welfare centers run by non-profit organizations could face operational risks and potential state takeover.

CAG President Cyril Fernandes and activist Jose Mario Miranda have urged Catholic Ministers and MLAs in Goa to make their official stance on the bill public. The association stresses that local leaders must clarify whether they support the community's welfare or align with the central legislation that threatens essential social and educational institutions across the state.
