The High Court has directed the Captain of Ports and the Director of Tourism to ensure the immediate and complete suspension of all water‑sports activities carried out by riverine crafts across Goa’s inland waterways. It has also restrained the Director of Fisheries from issuing No‑Objection Certificates under the Water Sports Activities Rules until further orders.

The order came in a petition challenging the Captain of Ports’ July 7, 2023 notification permitting water‑sports operations in inland waterways. The court directed a total halt to such activities in the state and ordered authorities to ensure that no riverine craft operates on inland waterways, regardless of weather conditions. In its interim order, the High Court noted that the Tourism Department has not designated or demarcated specific operational zones for water‑sports vessels in inland waterways, rendering the operations unlawful even during the fair‑weather season.
