The High Court has imposed a personal cost of ₹5,000 on Rajesh Assolkar, Secretary of the Village Panchayat of Camurlim, for his “recalcitrant attitude,” for delaying court‑ordered demolition, and for attempting to conceal an incomplete demolition by filing false affidavits.

The Court further directed the Directorate of Panchayats to record this personal cost in Assolkar’s service record in addition to the warning memo already issued to him. The petition, pending since September 2025, sought enforcement of a demolition order relating to an illegal structure.

Although the offending structure has now been completely removed, the Court noted that Assolkar had earlier filed two affidavits—on 15 January 2026 and 20 February 2026—falsely claiming that demolition was complete and that no plinth remained beneath the site debris.

A Court‑appointed commissioner’s inspection report, however, revealed that an entire plinth of the original structure had been concealed under debris and left untouched. The High Court observed that the Secretary’s inaction unnecessarily prolonged the proceedings for nearly a year and resulted in additional revenue recovery proceedings before the Bardez Mamlatdar. Although the Directorate of Panchayats issued a warning memo to Assolkar on 22 July 2026, the Court held that the petitioner was entitled to compensation for the prolonged litigation. The High Court directed Rajesh Assolkar to deposit ₹5,000 with the High Court Registry within one week; the amount will be paid to the petitioner.
