The High Court of Bombay at Goa has issued strict directions to the State government to address severe traffic bottlenecks along Dayanand Bandodkar (DB) Marg and MG Road in Panjim. Identifying offshore casino operations, indiscriminate parking and unauthorized drop-offs as major causes, the court ordered a series of immediate measures under a 2023 suo motu writ petition.
Key directives include notifying the stretch from the Panaji Residency petrol pump to Panaji Church as a no-parking zone and mandating designated passenger drop-off locations behind the Old Secretariat. To enhance pedestrian safety, barricades will be erected from Divja Circle to the Betim ferry point, alongside installing six to seven signalized zebra crossings. Additionally, AI-enabled CCTV cameras will be upgraded to capture vehicle registration numbers for enforcing traffic compliance. Public bus services will also run until 10 PM.
While residents and activists welcomed the court's intervention, they stressed that active enforcement is critical. Recommendations from local stakeholders highlight dedicated night-patrol teams (7 PM - 7 AM), carrying-capacity assessments and directing casino staff and tourists to utilize the underused 600-vehicle Patto multi-level parking facility paired with EV buses.
The High Court will monitor progress over the next month.
