In a petition concerning the management of stray dogs in Goa, the High Court has directed the Corporation of the City of Panaji (CCP) to submit a plan for establishing a dog shelter, a proposal that has been pending since 2021.

The CCP submitted that it has identified a 1,500-square-metre site in Curca for setting up the shelter. However, it requires a fresh licence and permissions from the Town and Country Planning Department and the Village Panchayat of Curca. Taking note of the CCP’s submission, the High Court impleaded the Village Panchayat of Curca as a party respondent.

Meanwhile, the Ministry of Road Transport and Highways, another respondent, submitted that the District Magistrate is the competent authority to take appropriate action concerning the management of stray dogs on highways. The Ministry further stated that it had already written to the District Magistrates, requesting them to take the necessary steps. The High Court will hear the matter again after two weeks for further consideration.
