The Goa government has informed the High Court that it has prepared a draft policy governing the retention of CCTV footage recorded across village panchayats in the state, and that a feasibility and costing assessment will be completed within approximately three weeks. The development came to light during proceedings in two connected petitions filed by petitioner Sharlet Fernandes, including one against the Village Panchayat of Majorda-Utorda-Calata. Advocate General Devidas Pangam informed the Court that, apart from formulating the draft policy on CCTV footage retention, the State government has decided to implement a dedicated scheme to install five CCTV cameras in every village panchayat across Goa. To take the proposal forward, a file has already been moved to assess the project’s financial cost and technical feasibility. The Advocate General estimated that the feasibility and costing assessment would take approximately three weeks to complete. Taking note of the State’s submissions, the bench observed that the issues raised in the petitions would be largely addressed once the retention policy and the camera installation scheme become operational. The High Court adjourned the matter and scheduled the next hearing for November 25, 2026.
