The High Court has directed Imagine Panaji Smart City Development Limited (IPSCDL) and the Goa Government to upgrade all existing Automatic Number Plate Recognition (ANPR) cameras along D.B. Road within five months. Currently limited to flagging seat-belt and red-light infractions, the system will be expanded to automatically detect unauthorized parking, with the Panaji Traffic Cell ordered to take prompt penal action.
The High Court has further issued an extensive series of binding directions targeting vehicular congestion and pedestrian safety along Dayanand Bandodkar (D.B.) Marg and adjoining arteries.
The High Court has issued the directives in a suo motu public interest litigation initiated on the Panaji traffic plan in 2023.
The High Court also noted that existing ANPR coverage—limited to Kala Academy, the Ferry Wharf, Custom House, and Divja Circle—remains insufficient. Authorities must install additional ANPR cameras covering the busy stretch from Mermaid Garden to Santa Monica Jetty within five months.
Pedestrian safety along the arterial waterfront received major focus. The Public Works Department (PWD) has been granted a strict one-month deadline to repaint existing zebra crossings at Divja Circle, Mermaid Garden, the Ambedkar Statue near the Old Secretariat, Customs Junction, and Ferry Wharf. PWD must also construct an additional zebra crossing near Hotel Mandovi within a month, backed by a formal notification from the District Magistrate within 15 days.
To ensure safe transit across these crossings, IPSCDL and the state government must install Pelican signals at all seven designated pedestrian points within five months. Furthermore, the Corporation of the City of Panaji (CCP) was directed to install or repair pedestrian railings between Divja Circle and Ferry Wharf within 30 days, leaving openings strictly aligned with designated zebra crossings.
Addressing the pervasive menace of vehicles encroaching on pedestrian pathways, the court ordered the PWD to erect bollards or barricades along D.B. Marg within one month to prevent parking on footpaths.
To streamline public transport and taxi movement, the Panaji Traffic Cell must demarcate a designated pick-up and drop-off zone behind the Old Secretariat building within two weeks. The District Magistrate will issue notifications within 20 days first declaring the stretch a no-parking zone for the general public, followed by notifying it as a pick-up and drop-off bay for taxis and buses.
Additionally, the District Magistrate must notify strict "no parking" restrictions on both sides from the Old Accounts Building to the Statue of Abbé Faria and from the Old Accounts Building up to the access road leading toward Hotel Republic/The Crown Goa, within 15 days
The court clarified that these restrictions will not disrupt the existing public bus stop along the stretch.
To bolster physical enforcement, the Superintendent of Police (Traffic Cell) has been instructed to schedule traffic police personnel on duty until 9:00 p.m.. The CCP Commissioner was directed to place towing lifting vans and dedicated labor at the immediate disposal of the Traffic Cell whenever requested.
The bench also directed the Police Inspector of Panaji Police Station to crack down strictly on touts who halt passing vehicles along D.B. Marg to solicit business.
Advocate General Devidas Pangam assured the court that CCP will restore all missing or damaged traffic signages—including ‘No Parking’ and ‘No Entry’ signboards—across the entire city within one month.
Expressing hope that these synchronized steps will ensure unhindered traffic flow on D.B. Road, the High Court scheduled the matter for December 23, 2026, to review departmental compliance and progress.
