The Department of Environment and Climate Change, Government of Goa, has issued an official notice urging key authorities, including district collectors, police superintendents, and directorates of municipal administration and panchayats, to strictly enforce the prohibition on using and burning hazardous non-biodegradable materials during Narkasur effigy celebrations.

Under Section 5 of the Environment (Protection) Act, 1986, materials such as plastic, rubber, thermocol, and synthetic fabrics are strictly banned from being incorporated into or burned within these effigies. Violations of these directives carry penal consequences under the law, as highlighted by the Goa State Pollution Control Board (GSPCB).

The order builds upon broader environmental protections aimed at curbing single-use plastics, PVC materials, and non-biodegradable pollutants across the state. Because burning materials like PVC and plastics releases toxic and hazardous fumes, such as dioxins and furans that threaten ecosystems and human health, authorities are tasked with ensuring active jurisdiction wide implementation.

Relevant regional and local entities are expected to take prompt, necessary measures to halt these harmful practices and promote safer, eco friendly celebrations.
